U.S. 1 cent First Bureau Issue underpaying the 2 cent first-class rate, on an 1896 advertising cover for "S. PALMER GROWER OF Grape Vines"  in Madison, Alabama. The cover, which was sent to New Orleans, Louisiana, has an attractive corner card picturing a hand hold a bunch of grapes and has a Madison September cancel. There is a "Received at General Delivery SEP 9 1896 New Orleans, La." marking on the reverse, a pointing finger "RETURNED TO WRITER BY N.O.P.O." marking on front, and New Orleans October 28, 1896 backstamp. Cover has a jagged tear (see scans) about 1.5 inches long at immediate right of 1 cent due stamp that was added by the PO to collect the deficiency in postage from the sender upon the return.
