Since the minimum per piece rate did not go above 2 cents until July 6, 1977, it is likely the cover was mailed after that date. The stamp has a "RIVERDALE MD" pre-cancel and there is an "ADDITIONAL POSTAGE PAID" hand stamp on the envelope indicating that the sender paid the amount needed above the 2 cents to cover the minimum per piece rate. Usages such as this can be difficult to locate as most were thrown in the trash.
